My feeling: too many claims and explanations I won't follow in this text - despite being comfortable on electromagnetism.
Second feeling: the author gives explanations that he doesn't understand, possibly to impress the reader.

A few picks:

Why should a magnetic "treatment" of water persist after the field is removed?
How should a magnetic field influence the bond angle in water?
Wrong explanation of bond angles, of hydrogen bonds, and so on.
Wrong vocabulary with "amalgamate".

I doubt such an effect exists at all, especially after the magnetic field is removed. But even if there is such an effect, the author doesn't give sensible explanations of it.

My bet: it's a scam, plain and simple.
