Bleach concentration?

I don't understand. Commercial bleach is supposed to be 6% but it is also supposed to also have a ph of 12.6. If I work backwards from ph. (10^(-(14-12.6)))mol/l*74.4g/mol*3.78l/gallon = 11.2g NaCLO. But if I work from mass density 1110g/l*3.78l/gallon*0.06 = 252g NaCLO. What am I doing wrong? Thanks Much in Advanced!

Are you sure commercial bleach is pure sodium hypochlorite?

And why should sodium hypochlorite be a strong base? pKa=7.5.
