Could you explain HCL dilution

In Chlorine industrial the activity of chemical washing Rectifier (Cell) in Chlorinator using HCL dilution, Could you help me to explain if there is experience in this forum related dilution HCL. What is better and efficiency dilute with Fresh water (service water) or with Demin water.

I think it doesn't matter. Fresh water or DI water. The last one is more expensive.
