Hi!

I have to write a manufacturing process about Fexofenadine Clorhidrate Suspenion. I have found a patent:

in which I can't understand the step   [0048]. I mean, it is a suspension (particles of API are insoluble in water) but they incorporate Fexofenadine in [0047]   and Fexofenadine Chlorhidrate in form of granules (why in this way and not in a form of a powder?). Fexofenadine Chlorhidrate is soluble in water, so why this is called a "suspension"?
