Combined Uncertainty vs Adding Uncertainties

When do you use the equation of combined uncertainties and when do you simply add uncertainties? Example, if we're dealing with two tolerance measurements of two glassware, do I use the equation for combined uncertainty (square root of squared sums) or simply add this together?
