Lewis dot structure of [itex]HClO_4[/itex]

 Below is the Lewis dot structure of perchloric acid [itex]HClO_4[/itex]

 Why can't we draw this structure as below?

My answer: In the above diagram, [itex] HClO_4[/itex] has neutral charge, but in the below diagram [itex]HClO_4[/itex] has -2 charge.
