H NMR effect of halogens attached to benzene ring

I understand halogens are ortho/para directors when attached to benzene ring. As a result do halogens have shielding effects on ortho and para protons and therefore decrease their chemical shifts?

The easiest way to answer this question is to look at the chemical shifts of hydrogen atoms in chlorobenzene and related molecules.
