Is there any website or forum, etc, or some tool that will help in conversion reactions? I mean, you have a sample A and you have to react with various reagents to get to sample B. I would like to know if there is a way to find out about the steps and processes through which sample A is converted to sample B.

If I type in how chemical X is converted to chemical Y, it will show me the reactions that chemical X has to undergo to form chemical Y

SciFinder is very useful when searching the primary literature for exact protocols.  I am not sure whether or not this is what you are seeking.
