Need help with a SPE problem

Hi friends. I have been trying for hours and I don't understand. The problem says:
Some scientists in a factory have quantified norfloxacin 49 ± 5 ng L-1 within a factory. I believe that a lake contains a similar concentration of this same compound. The limit of quantification of my device is 3.2 μg L-1. what would be the preconcentration factor (FP) of my extraction in solid phase to be able to quantify norfloxacin?
fp= [A ]f / [A]i = Vi/Vf

I'm not sure of what i'm doing, but I don't understand how to prepare it. The problem says the concentration should be in ng/L but my device can only detect ug/L so how can I calculate my fp?
