From my understanding, complex ion has to be charged unlike coordination compound that can be neutral or charged, this is the only difference i could find, but what about a compound like
[Mn(H2O)6]3+

It can be complex cation or a coordination compound, how do i know which? is it both?

A coordination compound can be charged. A complex ion has to be charged.
In your case [Mn(H2O)6]3+ its a coordination  compound and also a complex ion.
