Exceptions to the octet rule

Is CO2 an exception to the octet rule?

Can't find much about it except that it isn't, can someone explain why this configuration is wrong and why should Carbon be the center atom?

If you try a different arrangement, the results may become more in-line with the octet rule.

Actually you should think other way around - no "why this configuration doesn't allow octet rule" but "if there is no way to follow octet rule, configuration is most likely wrong".
