the relationship between [H2CO3] and pCO2

When using the Henderson-Hassalbalch equation for calculating blood pH, [H2CO3] tends to be substituted by 0.03 x pCO2. Why is that, and why wouldn't 0.03 x pCO2 give [CO2] instead? Thanks!
