Mixture won't ignite

Tried to ignite a mixture of 2 parts, potassium nitrate and 1 part sugar. Tried applying a flame from barbecue lighter to the mixture. Tried putting a burning piece of paper on the mixture. Why won't it ignite? I followed the instructions on a website. The potassium nitrate sugar mixture weighs 10 grams. I bought the potassium nitrate from ebay.
