I know this compound is a hydroxyphenyl-s-triazine derivative. I have problem with the ring substituent, is the octane ester of propionic acid ?

Right, it was probably some halogen derivative (CH3-CH(X)-COOH) which was bound to the phenol.

I don't think that it comes from a lactic acid.
