About an equivalent of replace mild acid with strong one in low concentration

How is it close to be equivalent functionality if to replace mild acid with low concentration of HCl i.e. diluted with much water ?

it arose as one advises on cleaning: use 2 cups of mild (acetic) acid ~5-6% mixed with 1/2 cup of baking soda, but instead the first, ready on hand is HCl ~ 11-13 %

It's difficult to parse the English. If you want equivalent pH, this is easy to figure. But HCl and Acetic acid at the same pH are not necessarily behaving the same in many chemical situations.
