The proportion of water and oil and their emulsifier

For water and oil with 15 : 1 ratio, how do we estimate and know the correct proportion of their emulsifier with HLB values greater than 10 to have O/W (oil in water) emulsion?

So to find the least / most efficient  amount of SLES the emulsifier
