Is neutral salt that can lower acid ph

Is every salt neutral, and if one is can it lower/neutralize acid ph when mixing it ?

It can if it is a salt of strong base / weak acid and is added into solution of a stronger acid.

Perfectly enough for a salt of a weak acid/base to be added to pure water to change pH, no need for presence of anything.
