ZPT - zinc pyrithione

Hi guys,

I'm trying to make home-made shampoo with ZPT (zinc pyrithione). Read that it's not soluble in water, but DMSO (Dimethylsulfoxide) and some other stuff that i can't seem to be able to find where to buy ;)
DMSO with rate (according to some googled spec sheets) 30mg/ml

Let's say that i want to make 60ml bottle of 2% ZPT. I'd need for that 1.2g ZPT / 60ml bottle.
So in order to dissolve 1.2g ZPT with DMSO with above rate i'll need 40ml of DMSO which leaves only 20ml for other ingredients. Castile soap doesn't seem to be mixing well with DMSO as well :/

For 3% ZPT that would be 60ml out of 60ml ! 

I'm stupid here - is there way around it to experiment in small batches what % of ZPT works for me and not or would i need to look for other solvent ?

Incidentally the use of that compound was banned in the EU since a couple of years ago. Don’t know where you are based but might be helpful to know that.
