Phthalates In Pool Water

Hello all

I put up a vinyl pool for my kids and it is enclosed with a PVC fence.  I just learned about phthalates and have some questions.

If I paint the PVC fencing, would it encapsulate and prevent/reduce leaching?

Is there a practical way to filter and remove phthalates from the water?

The phthalates in PVC have minor to no dissolving tendency  into pool water. Maybe you have to worry more of the chemicals from the paint.
