4-methylphenylamine

4-methylphenylamine is a stronger base than phenylamine, because there's an electron-releasing methyl group, the lone pair electrons on the nitrogen atom is less readily to be delocalized, hence the availability of the electrons on the nitrogen atom to form bonds with hydrogen increases, am I right?

Yes.  This is known as an inductive effect.
