"safer" muriatic acid

I have seen advertised a replacement for muriatic acid, claiming that it is buffered muriatic acid so that it is low-fuming, and fairly safe to handle, even though it is pH < 1.  I am not a chemist by any stretch, but this seems too good to be true, and the way they use the word "buffer" does not make sense to me, based on my limited knowledge.

I would like to know what agent is used to accomplish this, short of violating anyone's patents, if it is practical to mix this ourselves.  I am wondering if this is general knowledge among chemists. 

We would like to use this to clean ready-mix concrete trucks.
