Any ideas on finding or making a liquid soap that requires less rinsing?  I am not speaking of waterless shampoo just one that rinses out easier with less water.

this depends on the mechanism of rinsing. if the end-user likes to run water on the dish to rid of soap..

Using more hydrophilic kation and less hydrofobic fatty acid in the making of the surfactant might do the trick.
But you might get an unwelcome side-effect of losing some "cleaning capasity".
Chemists do it periodically on table.

"A dishwashing liquid that rinses off easier"  ;) Great Idea! But that is not what I was thinking of.  I was thinking of a an easy rinse shampoo for pets that hate water.
