penetration of electrons

I am having difficulty understanding the concept of the many electron atoms and its penetration of the core electrons..shielding aside why does the Z.eff values be different and what is the meaning of electron penetration..is it the probability of the outer electron penetration the nucleus or just the inner most electron density layer.
