can cis/trans isomers be constitutional or are the strictly stereoisomers???

Constitutional isomers, by definition, have different bond connectivity.  Since all the same atoms are connected in cis/trans isomers, then these are not constitutional isomers.  The are stereoisomers though, as you indicated.
