Lanthanides & Actinides!

Does Lanthanum belong to lanthanides & Actinium belong to actinides?

I found some of the periodic tables on the webs which some of them include La & Ac, while others does not! Which one is correct according to IUPAC?

According to IUPAC La is classed as 4f and Ac is classed as 5f element even neither has any unfilled f shells.
So La & Ac belong to lanthanides and actinides groups, even they have  d1 configuration.

Chemists do it periodically on table.

But why Lu & Lr also belong to f-block elements?
They seem to be d-block elements!

According to my knowledge Lu (4f14 5d1) and Lr (5f14 6d1) do belong to the d-block. I have no idea what IUPAC has been thinking putting 'em to f-block. ???
