Why is it that N2O4 is not a salt?

Salts (or ionic compounds) generally consist of metals and non-metals (e.g. NaCl, MgSO4, Fe2O3).

Molecular compounds (or covalent compounds) generally consist of only non-metals (e.g. CH3CH2OH, C6H6, C12H22O11).
