express numbers in scientific notation

Hi,
I have an exercise as follow:
Express numbers in scientific notation:
(a) 6500
(b) 860 (assume that this number is measured to +/-1)
(c) 860 (assume that this number is measured to +/-10)

(a) 6500 = 6.5*103

But I don't know what to do with (b) and (c). Please help me.

First, for (b) and (c), how many significant figures are in each number?
