Why do we add HCl?

I was preparing a lead solution from Pb(NO3)2 and was instructed to always add 10% v/v of HCl?  I was wondering why is that?  What specific purpose does HCl has in that solution?  Does it help dissolve the metal of something else?

It has something to do with solubility of hydroxides of heavy metals.
