Reversing reacyion between Aluminum and chrome plated steel

I need some help to outsmart my dad.  We have a piece of equipment which the base metal is aluminum and a chromed metal rod is rusted in a hole.  How can I reverse this.  I have tried using brute force to no avail with  pipe wrench, a hammer and commercially available rust penetrants.  Is there a chemical I could use or even electricity to loosen this metal rod?  I have also thought about heat but afraid to crack the aluminum case which is about 1/2" thick.

Any rust eater will consume aluminium as well (if not easier then rust).

I will start with some naphta to loosen everything (or something similar - WD40 is sold here, no idea how such a liquid or spray will be called in US).
