Buffer Concept ?

Can someone explain how I can justify preparing a acetate buffer by adjusting the pH of an aqueous solution of sodium acetate with dilute HCl?

Likewise, what would be the equation for making a buffer consisting of 1 M HCl and K3PO4??

What is buffer? What must it contain? Are these substances present in the solution of potassium acetate? Will they appear after solution acidification?
