The Synthetic reaction for this?

What would the synthetic pathway of a substance like I, changing to the 2nd substance be?..By that I mean what steps would be used..ie Halogenation, Dehydration, etc.

The ring opening event will be one of the trickiest things to figure out.
Most Common Suggestions I Make on the Forums.
1. Start by writing a balanced chemical equation.
2. Don't confuse thermodynamic stability with chemical reactivity.

Try ozonolysis as a middle step and work backwards and forwards from there.
