acidity/basisity of oxyacids

How is acidity/basisity of oxyacids is determined?
 e.g.H3PO2 Is monobasic.it is given in TPS book.but it should be dibasic since it has two replasable hydogen atom.
  please help.

   I know this information.But I dont know the criteria for determining the basisity.As suggested above H3PO2 has two replacable hydrogen atoms,then it should be diabasic ???can this hydrogen atoms be replasable ???Is this not right justification ???Any other criteria ???
