Slow step vs. fast steps?

Hi all,

  I'm in General Chem II, and studying rate-law expressions, but can't quite grasp this concept.  My book gives examples of reactions and points out which elementary steps are the fast and slow ones, but doesn't give any reasoning.  Is this something I should know how to recognize, and if so, can someone give me a down-to-earth explanation of this?  Thanks in advance!

It is not simple, and it is mostly just from experience.
