Quick question about the sp3d hybridized for example if a P atom was as the center of TBP, will the P atom have greater electronegativity ( relatice to substituents) when making bonds to other atoms using equatorial or axial Orbitals ?

I think its in the equatorial postion since they are much closer to the central atom and when they bond they might lose some of the electronegative effect on the central atom since they bonding with other atoms, but i might be totally off ?
