Quantum Number

I'm having trouble with a problem on quantum numbers.

1. Describe the electron with an outer valence having the quantum number 3 2 -2 1/2.
2. Predict which element has this electron as its last electron. What are some of the physical and chemical properties of this element?

I'm assuming I use the first number 3, to identify the outer valence, which I think puts my element somewhere in period 3 or 4, minus potassium and calcium. I have no idea how to use the rest of the information to further narrow my choices. I'm guessing there is a formula to this that you could use to identify any element by quantum number but I haven't come across it yet.

Alright, start with this:

Name the 4 quantum numbers:  give their letter, relavency to orbitals, and their possible values if the principal quantum number is n

Now, take the value for your principal quantum number, and generate the list of possible values for each quantum number.
