Weird Lewis Structure problem???

I don't understand what it's telling me to do with C1, C2, C3, etc. How do I complete this structure if I don't even know what it is?

Add bonds - up to 4 for carbons, 2 for oxygen and 1 for chlorine and hydrogen. Then count electrons, as usually you should do in VSEPR method

I am not apsolutely sure about hybridisation around oxygen, it is p2 or sp3.
