Questions on strength of acid and base

1.I would like to ask why SeH- is considered as a weaker base than OH-

2. I want to ask for the explanation for (CH3)3C-OH reacts with NaCl/H2O/HCl giving (CH3)3-C-Cl. Why if only NaCl/H2O will not react? what is the use of NaCl/H2O?
