how do i differentiate from the questions, when i should use buffer formula?

A first.

I have absolutely no idea what you are writing about.

A buffered solution is always made up of a weak acid and its salt or weak base and its salt.
like -CH3COONa and CH3COOH
whereas salt solutions give you either a basic solution or an acidic solution depending upon their  nature.
I think this information will be helpful to you.
