How to reduce water's density while increasing polarity?

So I want to add something to water that makes it more polar like how NaCl does, but yet decreases the density in the same way that NH3 does.  Also, the solution of water will have a pH around 10-11 if that matters.  The problem is that I can't think of anything that accomplishes this.

It has occurred to me that polarity might strengthen the hydrogen bonds therefore increasing the density.  But I wanted to see if anyone had any thoughts.  Thanks!
