Question on alkane and alkenes

Hi everyone. Im doing this question on alkanes and alkenes and dont really understand the answer.

Basically there are two reactions:

CH4+Cl2 +Cl2 and UV
CH2Ch2+Cl2 in inert solvent

So it ask us about the Carbon-containing intermediates formed in the reactions.

My answer:
For the first reaction, it is free radical substitution. And the intermediate is that the caron has lost a hydrogen atom and has an electron (the Ch3 radical)

For second reaction, it is electrophilic substitution. So basically intermediate is carbocation.

However, my answer says that both of the carbon containing intermediates are electron deficient. Does it mean that they have not achieved octet structure or something? This is basically the part that I dont really understand. A yes or no would help =)

Just another question, the Ch3 radical is trigonal planar while the carbocation is also planar right?
