Reaction Mechanism Rate

What is the rate law for the following mechanism?

1. CH3COOC2H5 + H2O => CH3C(OH)OC2H5+ + OH-  (fast)

2. CH3C(OH)OC2H5+ => CH3COOH + C2H5+     (slow)

3. C2H5+ + OH- => C2H5OH            (fast)

Rate = k[CH3COOC2H5]    Wrong
Rate = k[CH3COOC2H5][H2O] - Correct Answer

I added the equation but I thought that the rate law should be without water like in equilibrium. Can anyone explain?
