Is the charge on arginine the same in pH7 as in pH3?
Not sure... but i was thinking they would both be the same (protinated) as both pHs are below pI??

A good way to approach this problem would be to list out the pKa values of the three acid/base groups on arginine.

In fact, the positive charge on protonated arginine differs at different pH.
