How to increasing the solubility of benzoic acid in water?

The question goes: Suggest a substance that can be added to the water to increse the solubility of benzoic acid. Explain why this substance increases the solubility.

Is it a base?  :-\  :-X

Yeah a strong base that deprotonates a proton from benzoic acid to form a salt that is soluble in water

More importantly..WHY does a base increase the solubility of benzoic acid in water? Remember the general rule "like dissolves like"? What do water and ions have in common? (hint: polarity)
