will HNO3(aq) and Mn(OH)2(s) yield Mn2+(aq)?

will HNO3(aq) and Mn(OH)2(s) yield Mn2+(aq)?

or would NaOH and Mn(OH)2(s) yield Mn2+(aq)?  (i am thinking this would be right?)

Yes, but is also partially oxidated to MnO2.
