Products of electrolysis using lead electrode

It is found that lead oxides were produced when I dipped a graphite rod and lead foil into lead(II) nitrate solution and passed a current thourgh them. Lead oxides crystal formed on the surface of the graphite rod, why didn't lead form instead of lead oxides?
