How do you find out how many covalent bonds are formed by an element?
Ex: How many are normally formed by Cl?

Generally*, the atom tries to form a stable octet. For your example, how many electrons does chlorine have? How many more pairs of electrons will make a total of eight? That's how many bonds.
* Some elements cheat. Chlorine isn't one of them.
