A mirror image doesn't mean that the inward pointing atom and outward pointing atoms switch, does it?

Depends where you place the mirror, surely? If it were in the plane of the paper (or screen), then probably, yes inward and outward pointing atoms would switch

Changing two substituents  in space (any odd changes) at tetrahedral atom always change configuration of this atom (if this atom is chiral). Two subsequent changes (or any even number of changes) restore configuration.
