Electrolytes

We're learning about electrolytes in class right now, but my teacher hasn't really gone into any detail about what makes an ion electrolytic. 
I know they have to be soluble in water, but what is it about certain ions that makes them good conductors?  Any specific property?

strong electrolytes are substances that almost completely dissociate to form ions in solution and weak electrolytes are substances that dissociate slightly...you asked what makes an ion an electrolyte, well all ions in solutions are electrolytes (im pretty sure)

usually electrolytes are acids, bases and soluble salts

There's more to it, though I can't remember exactly what it is.  For example, I'm pretty sure nitrate ions don't contribute any significant conductivity to a solution.
