Hi, this is one of the problem set by my instructor for next week and I thought a lot about it bu coluldn't get a satisfactory reason, plz help me out

Q.Which of the following rxns is kinetically favourable?
I. [Cu(H20)4]+2 +4NH3 ----> [Cu(NH3)4]+2 + 4H20
II. [Cu(H20)4]+2 +4Cl- ----> [Cu(Cl)4]-2 + 4H20
III. [Co(H20)6]+3 + 6Cl- ----> [Cu(Cl)6]-3 + 6H20
