Does the extracellular matrix structurally form the cell on the outside or on the inside (under the lipid bilayer)?

Also, the extracellular matrix is composed of the interstitial matrix and the basement membrane - the interstitial matrix being composed of polysaccharides or polymeric carbohydrates. Is there a way to draw the chemical structure of a carbohydrate with a R-group?
